HRM&D: Organisational Development

The process of identifying organisational and individual capability requirements and aligning strategy, people and processes to optimise effectiveness and achieve organisation goals.

Level 1 Essential
  • Works with managers and their teams to create systems to continually improve organisational performance.
  • Monitors the organisation’s performance against deadlines, specifications and milestones.
  • Translates work plans into clear action plans and measurable outputs.
  • Accommodates change in priorities of the organisation and responds positively to uncertainty and ambiguity.
  • Reviews external information to assess political and social issues which might affect the organisation.
  • Identifies issues and gaps central to the organisation’s success and escalates to senior leadership.
  • Undertakes feasibility and risk assessments to make a case for change to senior management team.
  • Works with SHRMD and other key stakeholders to support the case for change, including the vision for change, key milestones, challenges and critical success factors.
  • Identifies and defines values and behaviours to support organisational performance and cultural shifts.
  • Assesses opportunities, barriers and risks to change.
  • Analyses capability and culture data, provides feedback and explores potential actions.
  • Engages appropriate internal and external stakeholders to validate organisational development needs to meet the plans and priorities of the GoJ Public Sector Transformation and Modernisation Programme.
  • Assesses change readiness and capacity and identifies dependencies and risks of potential scenarios and options.
  • Identifies the key levers of change and builds implementation plans that leverage these to have maximum impact.
  • Ensures the alignment and integration of structure, capacity, systems, processes and culture.
  • Leads and models the development and ongoing management of a learning and development culture.
  • Monitors progress in implementing the GoJ Public Sector Transformation and Modernisation Programme by evaluating actual performance against strategic priorities and planned strategic outcomes.
